Toronto police chief launches probe after officer pens scathing letter blaming mayor for rising gun violence

“Right now, there are conflicting points between what has been reported in the media and what our investigation has uncovered,” Saunders said in a statement Friday night. Saunders’ statement did not name the officer, but he has been identified as Sgt. Mark Hayward.

The officer will face disciplinary action if the investigation concludes that there was misconduct, Saunders said.

Hayward’s letter, first reported by Global News, blasted Tory for the cancellation of the Toronto Anti-Violence Intervention Strategy (TAVIS) program, a provincial task force that had the highest rate of carding in Toronto’s police force and was disbanded in 2017.
